Remove FlexibleCollections feature flag logic for repository methods:
* CiphersController.GetByIdAsync
* CipherRepository.DeleteAsync
* CipherRepository.MoveAsync
* RestoreAsync
* SoftDeleteAsync
This feature flag was never turned on and we will update the sprocs
directly as required.
