* Direct upload to azure
To validate file sizes in the event of a rogue client, Azure event webhooks
will be hooked up to AzureValidateFile.
Sends outside of a grace size will be deleted as non-compliant.
TODO: LocalSendFileStorageService direct upload method/endpoint.
