Miscellaneous fixes to finish up `remove-statics'. rlogin.c had a
holdout static I hadn't noticed; unicode.c had one too; and a large number of statics that were perfectly OK due to being constants have been made `const', with assorted `const' repercussions all over the place. I now declare `remove-statics' to be fixed. [originally from svn r2594]
