Update coding style after pycodestyle 2.1.0
...
In pycodestyle 2.1.0, E305 was introduced, which requires two blank
lines after top level declarations, too.

extractor names are supposed to be unique. @dstftw has fixed the two
offending extractors, and here I add a test to ensure this does not
happen in the future.
